What is eu-LISA and Why Does it Matter?
eu-LISA is the European Union agency responsible for managing large-scale IT systems that support security and border management. As part of this, two major travel systems are being rolled out for carriers flying passengers into the Schengen Area:
- EES (Entry/Exit System)
- ETIAS (European Travel Information and Authorization System)
These systems are mandatory for airlines and other transport operators that bring non-EU passengers into the Schengen Area.
What Do Carriers Need to Do?
Under the new regulations, carriers must:
Register with eu-LISA as an approved data provider.
Submit passenger data for certain travelers before they arrive in the Schengen Area.
Integrate or test their systems to ensure compatibility.
Avianis supports carriers in meeting these requirements through a system-to-system integration.
Who Is Affected?
Carriers must submit data for:
- Third-country nationals (not citizens of the EU, EEA, or Switzerland)
- Travelers staying short-term (up to 90 days in a 180-day period)
- Both visa-exempt and visa-required passengers
Getting Started: eu-LISA Onboarding with Avianis
Below is the recommended onboarding flow when using Avianis as your service provider.
Step 1: Complete Carrier Registration
Identify your eu-LISA Single Point of Contact (SPOC) and backup SPOC. These contacts will receive all official communication from eu-LISA.
Gather required legal documentation (for example: incorporation documents, business register extract, or Air Operator Certificate if applicable).
Download the latest versions of the required forms from eu-LISA’s official website:

- F01 – Carrier Registration Form (mandatory).
- F07 – Security Convention (mandatory).
F02 – Contact Request Form (optional, for adding
additional contacts later).
Submit the completed onboarding package to eu-LISA:
- Email: carriers_onboarding@eulisa.europa.eu
- Subject: “Carrier Registration – [Your Company Name]”
- Attach completed forms and legal documentation
Retain a copy of the submission for your records.
Step 2: Choose How to Complete Compliance
After the onboarding team reviews and approves the submitted onboarding package you will be asked how to complete compliance.
Option A – Sign the Exemption Form (Most Common)
- Sign the eu-LISA self-declaration / exemption form acknowledging Avianis’ existing compliance
- No additional testing is required
Option B – Run Full Testing (Optional)
- Testing is performed using an eu-LISA test system connected to Avianis.
- Execute test scenarios provided by eu-LISA in the Test Design Document (TDD)
Either option allows eu-LISA to proceed with enabling access for your organization.
Step 3: Complete Setup in Avianis
After eu-LISA approval, contact our support team to enable the Flight Clearance module for your organization in order to complete setup within Avianis.

eu-LISA onboarding typically takes 4–8 weeks, primarily driven by eu-LISA review and approval.
